Moldovan PM says public administration's reform to ensure equal conditions for living in cities, villages

Chisinau, 28 November /MOLDPRES/ - The main directions of the strategy of public administration’s reform (SRAP) for the period 2023-2030, in the conditions of the new requirements, promoted by the process of accession to EU, were unveiled at a conference held in Chisinau today. Attending the event were Prime Minister Natalia Gavrilita, Head of the State Chancellery Igor Talmazan, Head of the European Union’s Delegation in Moldova Jānis Mazeiks, Ambassador of the United States to Moldova Kent D. Logsdon, Director of the Swiss Cooperation Office in Moldova Guido Beltrani, the government’s communication and protocol department has reported.        

The meeting represents a platform of public discussion and improvement of SRAP, with the participation of the Congress of Local Public Authorities, competent NGOs, national and international experts.  

In her speech, PM Natalia Gavrilita referred to the need to carry out the reform both at the central level and locally, in order to enhance the degree of efficiency of the public authorities.  

„First of all, the central administration must be more efficient. We need a simple, clear and transparent legal and institutional framework. We must remove the overlaps of competences between institutions and ensure an inter-institutional coordination, better synergies between all central structures. This is an imperative dictated not only by the exigencies of the European integration, but also by our commitment to spend the public money efficiently and strictly for the benefit of people,’’ the prime minister said.   

Also, PM touched upon the opportunities following the voluntary amalgamation of the administrative and territorial units of Moldova. They will have access to additional transfers from the budget, will be able to benefit from more grants for the construction of roads within the European Village programme. At the same time, salary stimuli will be provided to the civil servants and mayors due to work in the amalgamated administrative units.    

„People should enjoy the same services on behalf of the state, no matter whether they live in a far-away village, a small town or in one of the districts of the capital. Therefore, we are set to give possibility to the administrative and territorial units to be united and consolidate themselves, in order to create capable institutions, sustainable and sufficiently strong locally, with proper financial resources for being able to fulfill their responsibilities and provide services which people need,’’ Natalia Gavrilita noted.    

Participants in the event expressed international donors’ support for Moldova’s government, in the complex process of SRAP’s implementation and consolidation of the country’s European integration.

The concept of strategy of the reform of public administration covers five key sectors: public service, local administration, public institutions, system of working out policies and the strategic planning.  

The conference is organized with the support of the European Union, United States Agency for International Development (USAID) and the Swiss Agency for Development and Cooperation (SDC) and will be held on 28 and 29 November.
