More categories of people to pay for health insurance in Moldova as in 2022

Chisinau, 2 December /MOLDPRES/ - The mandatory health insurance premium in percentage form from the salary and from other rewards, which is retained from employed people, is not changed and will be maintained at the level of 9 per cent. The director general of the National Health Insurances Company (CNAM), Ion Dodon, made statements to this effect at a news conference today. The event took place, given that the value of the mandatory health insurance premium in fixed sum is to increase up to 12,636 lei in 2023.    

Also, more categories of people will not pay the mandatory health insurance premium in the next year, as they are insured by the government. It is about: children up to the age of 18 years, pupils, students, pensioners, people with severe, pronounced or medium disabilities, pregnant women, women giving birth and women lately confined, the jobless people registered at territorial employment agencies, people who take care of a person with severe disability, the parents, including the adoptive ones, who are actually growing up and educating four or more children, the people from the disadvantaged families who enjoy social benefit, the beneficiaries of international protection who are included in an integration programme on the period of its carrying out, the living donors of organs, the war veterans, the participants in the Chernobyl accident relief works, the pensioners who reached the standard retirement age, according to the legislation, but benefit from pension on behalf of another state, if they are not employed.       

According to the CNAM head, the people who are obliged to be insured individually through paying the insurance premium in fixed sum, just as in 2022, will be obliged to pay the insurance premium till 31 March 2023. In this case, the size of the premium in fixed sum will remain unchanged and will be exactly as in the previous year.     

„The way of calculation of the fixed mandatory health insurance premium is established by the legislation, according to which the quantum of the insurance premium in fixed sum should be 12,636 lei (11,700 lei (the average nominal monthly salary forecast for 2023) x 12 (months) x 9 per cent). Nevertheless, taking into account certain objective factors for the 2023 year, the aforementioned facilities will be maintained for all people who will pay the insurance premium in the term established by the law, till 31 Match 2023,’’  Igor Dodon said.  

The aforementioned prices were set on 1 December 2022 by the CNAM Administrative Board, which considered and approved the draft law on the accounts for mandatory health insurance premium (AOAM) for the next year. According to CNAM, 97.2 per cent out of all people obliged to pay the premium in fixed sum observe their obligation and paid the premium in the legal term till 31 March 2022. They will thus pay the premium with facilities and its quantum will remain unchanged and will vary from 1,014 lei up to 4,056 lei, depending on the category to which the person belongs.
