Moldovan economics ministry announces measures of removing bureaucracy for entrepreneurs

Chisinau, 5 December /MOLDPRES/ - Economics Minister Dumitru Alaiba today informed about a package of regulatory changes, meant to reduce the bureaucratic obstacles, to diminish the administrative burden and simplify the field of labour relations and controls.    

Thus, the Economics Ministry suggested amendments to the Labour Code, through the fact that some provisions which are compulsory should become optional, among which: daily record of labour hours, annual scheduling of leaves, existence of internal regulations, existence of pre-contracts, carrying out of the pre-noticing and applications on the starting of the leave; communication with employees through informative panels.    

Additionally, the following things were proposed in the sector of the labour relations: allowing the signing of individual labour contracts with employees in the field of information technologies and communications for indefinite period, without limitings; removing the reportings  concerning the employees to military centres, as the information already exists in administrative resources; excluding the compulsoriness of paying the leave allowance in advance; excluding the compulsoriness of using only the exchange rate of the National Bank of Moldova for the salaries established in hard currency, thus being allowed the exchange rates of other banks, agreed upon by the sides, etc.    

According to the official, the verifications of the economic agents represent one of the problems for entrepreneurs, especially for beginners, as they entail risk of abuses and corruption. Therefore, the amendment was proposed, in the case of the economic agents working less than three years, so that the control bodies cannot impose fines, carrying out only consultative controls, except for serious and repeated cases.    

Also, the economics minister suggested the procedure of removing the ‘’blue passport’’ and the replacing by a certificate issued by the family physician only for people who can create risks for consumers through the work with food products and other activities, with  the examinations able to be made at any medical institution.    

All these amendments were worked out by the Economics Ministry, jointly with the Secretariat of the Economic Council under the Prime Minister, within the working group for regulation and public consultations are to be held, in order to improve the draft. The working group, chaired by economics minister, will continue coordinating the activity of implementing reforms, periodically examining and validating the packages of similar legislative amendments, with emphasis on regulation and digitalization.
