Construction of social dwellings to be resumed in Moldova

Chisinau, 23 March /MOLDPRES/ - Over 400 social dwellings will be constructed in 12 settlements of Moldova, which will provide about 1,600 beneficiaries. The project will be implemented based on a loan worth 20 million euros, provided by the Council of Europe Development Bank (CEB).

At the same time, decision-makers plan to renovate/modernize student hostels in four settlements and construct homes for old people in 16 settlements, which would provide 1,500 beneficiaries in all. The Infrastructure and Regional Development Ministry (MIDR) backed the starting of a new stage of implementing the project, which envisages the providing with social dwellings for diverse categories eligible, construction and rehabilitation of homes for old people and student hostels, with the replacement of the entire cover of buildings, so that the costs for heating are cut, by enforcing the concept of energy efficiency for buildings.       

„For this, besides the 20-million-euros-worth loan, the Council of Europe Development Bank will provide a grant worth one million euros from the Green Fund of Social Investments and a grant of six million euros will be provided on behalf of the Eastern Europe Energy Efficiency and Environment Partnership (E5P) for energy efficiency measures, with a cost of the project of 34 million euros,’’ MIDR said.  

According to the ministry, an essential aspect represents the cooperation with the local public authorities, in order to correctly manage the dwellings and the centralized record of both the dwellings built and the flow of beneficiaries. ‘’To this end, decision-makers will make an assessment of the public constructions existing and unused from all over the country, in order to learn whether they can be reconstructed and transformed into social dwellings or renovated and finished, in order to be provided, if needed, to low-income families, young families, specialists who contribute to the development of local communities,’’ the Infrastructure Ministry said.   

The project’s goal is to provide decent and accessible dwellings to disadvantaged residents and low-income ones, through increasing the stock of rented social dwellings, residences for students, old people’s homes and through improving its energy efficiency. The project also sees the attraction and retaining of specialists in the education sector, health, social protection and public administration in the rural environment, in order to ensure the further supply of such services and thus contribute to the improvement of the living standards for citizens, through renting them at accessible prices.      

The project on the construction of social dwellings in Moldova, in the first and second phases, delivered 926 social dwellings in all, with an area of 44,468.95 square metres. Two apartment blocks were built in Chisinau and one block - in Glodeni and another one - in Criuleni, within the first phase of the project. Blocks of flats will be constructed in the next phase in the cities of Calarasi, Briceni, Soroca and other settlements. The launch of the phase III of the project on construction of social dwellings is included in the government’s action plan for 2023. Besides the building of dwellings, the project contains the reconstruction of student hostels and construction/reconstruction of homes for old people.
