Moldovan government rules to improve national roads' administration

Chisinau, 29 March /MOLDPRES/ - The process of administration of the national roads will be improved as a result of the amendment of a string of normative acts, made at a today’s cabinet meeting, at an initiative by the Infrastructure and Regional Development Ministry (MIDR), the government’s communication and protocol department has reported.   

Through the amendments made to the law on roads the state enterprise, the State Administration of Roads (ASD) will be reorganized through merger with those 10 regional roads’ maintenance enterprises. The stock company, National Administration of Roads (AND) with fully state capital will be set up instead of ASD.  

At the same time, the amendments to the law on road fund regard the mechanism of distribution of the fund’s means, as well as the responsibilities of their management and use according to the purpose. In particular, the amendments concern the aspects as to the ensuring of the transparency in the management of the financial means allocated from the road fund to the local public administration.

The amendments approved regard also the law on the authorization of the carrying out of the construction works, in particular, of the ones which can be carried out without urbanism certificate for designing and without the authorization for construction. It is about the works of routine maintenance, periodical maintenance, repairs of the communication means’ infrastructure, with keeping the itineraries, areas and technical category of road.  

The document provides for the revision of the indexes as to the maximally allowed mass and dimensions of vehicles on the public roads, as well as the roads’ classification according to this criterion.
