Moldovan MPs make amendments to law on energy efficiency

Chisinau, 12 May /MOLDPRES/ - The MPs have made amendments to the law on energy efficiency. The document was voted in the second reading today and gives the Energy Ministry new instruments, including financial ones, to make and encourage investments in energy efficiency measures.   

Thus, an energy efficiency fund will be created, meant for the renovation of the buildings of the public institutions and from the residential sector, which are responsible for about 50 per cent of the energy consumption and have a big potential of saving.     

At the same time, the Agency for Energy Efficiency will be turned from an administrative authority into a public institution and it will thus be able to implement a string of energy efficiency programmes: the Programme on subsidization of energy efficient household equipment financed by EU; the Green House Programme, which will provide subsidies to households at the implementation of energy efficiency measures; Programme on rehabilitation of residential buildings; Backing the development of the biofuels sector; Programmes on renewing the present vehicle fleet through replacing the vehicles with internal combustion engines by electric vehicles.     

Another instrument available for the Energy Ministry will allow counting the alternative energy efficiency measures, both in the public sector and in the private one. Also, an information energy management sub-system (SIME) is to be created, which is an instrument of monitoring the performance of the use of energy and water, as well as of the costs related at the public buildings and the buildings where public institutions or authorities work.    

The document adopted today obliges the government, starting from 2024, to undertake measures due to lead to annual savings of energy of 0.8 per cent of the average of the final consumption of energy on the period 2019-2022. Energy efficiency measures will be taken in the such sectors of the national economy as industry, transports, agriculture, services and the households will undertake energy efficiency measures, which will annually generate savings of energy of 244 GigaWatts/hour (Moldova’s consumption of electric energy was of 3,500 GigaWatts/hour in 2021).     

The law creates the legal framework for the long-term planning, including for the elaboration of the National Energy and Climate Integrated Plan, as document of policies which will establish the national targets in the energy efficiency field, renewable energy and cutting the emissions of greenhouse gas for the time horizon 2030.
