The commission discussed also how blockages can be overcome, which had led to a delay in the fulfillment of some measures, so that Moldova finishes the implementation of the recommendations in the national action plan on the period set.

At the same time, the participants in the meeting adopted a plan of measures for limiting the excessive influence of the private interests on the economic, political and public  life (de-oligarchization); this draft was discussed by the working group for de-oligarchization (about 20 authorities) and consulted with the civil society. The plan’s aims at excluding the normative gaps and practical deficiencies, which led to the use of state’s institutions and resources in the interest of crime rings. The plan also proposes a mechanism of periodical monitoring of the implementation of the measures proposed by public institutions.
