Legislation on imposing of international sanctions to be improved in Moldova

Chisinau, 19 October /MOLDPRES/ - The MPs today voted amendments to the law on the imposing of international restrictive measures in the first reading today.   

The draft was worked out by the Justice Ministry and is part of the action plan for the implementation of the measures proposed by the European Commission in the Notification on the application on Moldova’s accession to the European Union.

Within the action plan, Moldova took the commitment of de-oligarchization through eliminating the excessive influence of the private interests on the economic, political and public life.  

According to the authors, the legislative amendments are necessary, given that, at present, the regulations of the aspects dealing with the enforcement of the international restrictive measures are scarce sometimes. Thus, the draft law has the goal to remove certain gaps and ensure the applicability of the legal norms.  

At the same time, the legislative amendments proposed regard more aspects, among which the way of communication with the subjects concerned or the prerogatives of each authority and public institution, in the context of the enforcement of the international restrictive measures.  

The document also envisages a string of provisions, which regard the assets which make the object of international restrictive measures. More exactly, the law will include a string of provisions on the reporting of these assets, taking over the control over them or the blocking of the assets related to these sanctions. Thus, the main subjects concerned by the draft law and against whom it will be possible to enforce international restrictive measures are the private people or legal entities of Moldova and from abroad, who committed deeds unanimously sanctioned internationally, assassinations or acts of torture against people who tried to unmask illegal actions committed by foreign civil servants or who, by their activity, aimed at defending the human rights recognized internationally.      

Also, among the subjects, there are people who, while exercising an important office nationally or internationally, are in charge of or accomplices in the arrangement, control and managing in another way of massive corruption acts.
