Ukraine provides Moldova with 5,000 permits for international freight transport

Chisinau, 30 November /MOLDPRES/- Ukraine has granted Moldova an additional quota of 5,000 permits for cargo transportation both under bilateral and transit on Ukrainian territory. It is the second package of authorizations granted to Moldovan road transport operators in November, after in the first decade of the month Kiev issued 3,000 “Ukraine bilateral/transit” authorizations.

According to Deputy Prime Minister Octavian Calmic, the Ministry of Economy and Infrastructure will monitor the procedure for issuance and subsequent use of permits. After the meeting of the Moldovan-Ukrainian intergovernmental commission in Odessa on 18-19 September, the Moldovan side requested the additional release by late 2017 of 15,000 permits for bilateral and transit goods transport and 700 permits for irregular passenger transit.

The issue of transit authorizations is older, in August 2016 the transit of Moldovan goods through Ukraine was stopped for a certain period, due to low number of permits offered by Kiev. To prevent this situation, the Ministry of Economy and Infrastructure has requested before season the supplementation of the documents, and lately discussions are under way to sign an agreement on liberalization of transport.

During the meeting in Tbilisi, the premiers of Moldova and Ukraine agreed to increase next year the quota for international cargo carriers from 43 to 60 thousand permits. At the same time, premiers Pavel Filip and Vladimir Groisman reached an agreement on increasing the period of stay of international drivers from Moldova on the territory of Ukraine. Thus, they will be able to stay on the territory of the neighboring country for more than 90 days.

The Moldovan and Ukrainian premiers also agreed to sign the agreements on auto and air transport liberalization by late 2017.

Negotiations on amending the agreement on international car communications, which will eliminate the system of authorizations for carriers, were completed in September. The liberalization of bilateral and transit shipments will make it possible to increase the competitiveness of road transport operators at regional level. At the same time, transport operations will be simplified.
