Moldova’s national bank intends to publish results of Kroll investigation after receiving second report

Chisinau, 13 December /MOLDPRES/ – The National Bank of Moldova (BNM) announced on intention to publish the synthesis of investigation report of Kroll and Steptoe&Johnson today, to be transmitted by the international consortium. Also, working documents that include detailed analyzes of the prosecution of fraudulent funds will be sent to relevant authorities of Moldova.

A communiqué from the central bank states that BNM has not yet received the second investigation report of Kroll and Steptoe&Johnson, but finalized discussions with international consortium on possibility of publishing info of that document. Kroll and Steptoe&Johnson agreed to develop a synthesis to be released to public, following a request from the authorities of Moldova, which stressed the "importance of informing the public and development partners about the results of investigation, without prejudice to the chances of recovering embezzlement assets."

The representatives of Kroll and Steptoe&Johnson reconfirmed their readiness to collaborate with investigation and competent bodies after delivery of the report to support the effort to recover internationally fraudulent goods and to strengthen the evidence base in national initiated proceedings.

On 07 November 2017, representatives of Kroll and Steptoe&Johnson paid a visit to Chisinau in order to streamline the structure and timelines of the strategy for recovering embezzled assets as a result of fraud, dubbed the "theft of the bill," which led to bankruptcy in 2014 of Banca de Economii (BEM), Banca Sociala si Unibank. The representatives of the companies then confirmed at a meeting with the Moldovan authorities that the second investigative report was in final drafting phase and planned to be transmitted in the following weeks.

At the meeting in early November 2017, Kroll and Steptoe&Johnson’s representatives presented an updated version of the embezzlement asset recovery strategy, which takes into account previous comments from BNM, ARBI and Anticorruption Prosecutors' Office.
