Moldova, Italy initial agreement on securing social rights of citizens

Chisinau, 17 May /MOLDPRES/ – Moldovans who work legally in Italy will be able to benefit from pensions. The draft agreement between Moldova and Italy on securing the social rights of the citizens of both countries was initialed in Rome on 16 May 2018.

The representatives of Moldovan delegation participating in talks in Rome were experts from the Ministries of Foreign Affairs and European Integration (MAEIE), Healthcare, Labour and Social Protection (MSMPS), the National House of Social Insurance (CNAS) and the Embassy of Moldova in Italy.

The state secretary of MSMPS, Nelea Rusu, specified after initialling of document that new provisions would bring a positive impact on welfare of Moldovans working in Italy, mentioning that it motivating citizens of Moldova to work in formal sector, creating favourable conditions for their return to Moldova.

She specified that for establishment of pension right, each state would apply its own domain legislation, proportionate to period of insurance completed on its territory. The pension will be exported to person in the territory of the state where person is domiciled or resident.

The draft Agreement provides for granting of elderly – age pensions, pensions of succesor, disability pensions due to ordinary illness, pensions and disability benefits due to accidents at work or due to occupational diseases.

The provisions of agreement shall apply to persons who are or have been insured under the laws of either or of States Parties to Agreement. The agreement motivates people to work in legal sector and not to accept "black work".

According to official data, over 140,000 Moldovan citizens are in Italy.

Moldova has concluded bilateral social security agreements with 11 EU member states: Bulgaria, Portugal, Romania, Luxembourg, Austria, Estonia, Czech Republic, Belgium, Poland, Hungary and Lithuania, and it is in process of negotiating with Turkey, Israel and Latvia.
