Moldovan PM says society can develop only through improving investment climate

Chisinau, 20 July /MOLDPRES/ - Over 30 business people from the southern Taraclia district and Prime Minister Pavel Filip today discussed the economic situation in the region, problems faced and the support they need on behalf of the cabinet.  

According to the government’s communication and protocol department, the PM said that the backing of the business environment, through strategic measures, was a priority of the cabinet. “I assure you that this government is pro-business; we know that a society can develop only through improving the investment climate in the country,” Pavel Filip said.  

The prime minister reviewed the main actions undertaken so far to ensure an attractive business environment. Among them, there are: moratorium on controls, cutting the number of permissive acts, improvement of the Labour Code. Also, increased attention is paid to strengthening the banking system. “At present, I can give you assurances that we have a stable banking system; thus, important investors have come to Moldova, such as Banca Transilvania and the European Bank for Reconstruction and Development,” the PM stressed.    

A special topic of the discussions was the development of agriculture. Filip specified that the state in 2018 had allocated 45 million lei for backing young farmers willing to start agricultural business. Another 900 million lei was provided for the subsidization of farmers who suffered losses, of which 22 million – to farmers from the Taraclia district.   

The prime minister also referred to the cabinet’s plans to enhance the attractiveness of the business environment, which will generate additional revenues to the state budget. In the context, the PM highlighted the prospects for imposing a single tax for the work of taxi drivers, as well as the hotel business. “We should create such conditions, so that economic agents want to work and get profit,” Pavel Filip said.

The representatives of the business environment thanked for the opportunity to have this dialogue and openly discuss challenges faced by the business. In particular, they signaled problems in the process of public procurement, import of certain goods, as well as disadvantageous conditions at the employment of day workers. 

The PM said that, starting from 1 September 2018, a law would enter into force, due to simplify the procedures of employment for seasonal labour. He also said that the electronic system Mtender was presently tested to transparentize the processes of public procurement.   

Presently, about 2,000 enterprises are registered in the Taraclia district, of which 1,000 are agricultural ones. At the same time, the Taraclia industrial park and the Tvardita Free Economic Zone work in the region.
