Moldovan finance ministry informs about launch of MTender nationally

Chisinau, 24 October /MOLDPRES/ - The state’s institutions are obliged, starting from 17 October 2018, to carry out all public acquisitions through the Automated Information System State Register of Public Procurement (MTender). Finance Minister Octavian Armasu today made statements to this effect, in the context of  organization of a regional workshop on public procurement in Chisinau today.   

„The MTender system of electronic procurement was launched nationally several days ago. We have the first 120 tenders announced in the new system, which comprise acquisitions worth more than 100 million lei,” Armasu said.

According to the official, the workshop held in Chisinau is aimed at sharing the experience gained in the reform of public procurement, and in particular, in the implementation of the MTender system. “An important aspect of the reform is the implementation of the MTender system. We have a more original approach, which was tested in Ukraine and sees creation of a system which involves the private sector in form of an interface platform, which provides inter-connection for all contracting authorities and for economic agents. We are set to have a system which is to provide all the stages of procurement, from the announcement of the tender up to the conclusion and fulfillment of the contract, all processes being digitalized and integrated into the MTender system. If we are to relate to Moldova all effects a similar system implemented in Ukraine had, then we estimate savings worth up to one billion lei annually,” the minister noted.   

Deputy Director General of the World Trade Organization (WTO) Allan Wolff said that Moldova was one of the 150 member states of the WTO’s Agreement on Government Procurement, which presently has acquisitions worth 1.7 billion dollars. According to the official, even if Moldova is s small country, it is a leader in the use of information technologies in various sectors and can be an example for other countries.  

The regional workshop on public procurement is held in Chisinau on 23-25 October and brings together representatives from 20 states, including Albania, Armenia, Belarus, Georgia, Kazakhstan, Montenegro, Tajikistan, Turkey and Ukraine.  

The stage of testing the MTender pilot project started in January 2017.
