Promo-LEX association finds out more incidents in carrying out of electoral process in Moldova

Chisinau, 21 October /MOLDPRES/ - The Promo-LEX association on 20 October found out more than 700 incidents in the carrying out of the electoral process. The Promo-LEX programme manager, Pavel Postica, unveiled these incidents, as well as data on the preliminary results of the parallel counting of the votes for the local elections at a news conference today. Postica noted that he cannot say whether the incidents found out were able to influence the results of the ballot.     

According to Pavel Postica, less infringements were recorded at the 20 October elections than at the polls from 2015. The Promo-LEX observers registered 74 cases of electoral agitation at a distance of less than 100 metres from polling stations, which would represent 3.6 per cent of all polling stations. Also, 37 cases of electoral posting and spread of electoral materials nearby polling stations were recorded. In 42 cases, observers found out that people entered voting booths in groups.     

The Promo-LEX director noted that, also on 20 October, 15 cases had been registered when voters were carried in an organized way to polling stations by mini-busses or cars. At the same time, cases of physical or verbal violence and voters’ intimidation were recorded in 31 polling stations. ”There were also cases of bribing voters; to a great extent, it was about the providing of money rewards to votes, as well as about offering alcoholic beverages,” Postica also said.   

Among the incidents signaled by observers, there was also the photographing of ballot papers, gaps in electoral lists and incorrect sealing of ballot boxes.  

Preliminary data of the parallel counting of votes for the local elections in the Chisinau municipality, carried out by Promo-LEX, shows that 39.96 per cent of the electors voted for the candidate of the Party of Socialists, Ion Ceban, and another 30.75 per cent voted for the candidate of the ACUM bloc, Andrei Nastase. According to the preliminary data announced by the Central Electoral Commission, 40.16 per cent of the electors voted for Ion Ceban and 31.09 per cent – for Andrei Nastase.
