Moldovan government approves draft law on investigartion of accidents in transports

Chisinau, 23 September /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved a draft law on the investigation of accidents and incidents in transports. This draft transposes some directives and normative acts of the European Parliament and European Council.

„Presently, in Moldova, there are no independent capacities of investigating events in transports (accidents/incidents in the air, railway and naval sectors) from the viewpoint of safety, which would have the goal to prevent them. In this respect, it is necessary to adopt a primary law which would regulate the carrying out of investigations of accidents and incidents in transports,’’ reads an informative note of the Economics and Infrastructure Ministry (MEI).   

The current law has the goal to prevent the occurring of events in transports, improve the safety in the fields of the air, railway and naval transports, guaranteeing a high level of efficiency, promptitude and quality of investigations. Also, the law establishes norms as to the availability in due time of information on the people and dangerous goods onboard of an airship, ship or rolling stock involved in a transport event.  

The law’s object consists in the investigation of events in the air, railway and naval transports, without establish the guilt or responsibility of the perpetrator.

The law’s enforcement will be managed by the Bureau of Investigation of Accidents in Transports which, under the draft, ‘’is a central administrative authority subordinated to the government, nominated to organize the technical investigation as to the safety of events in transport, in order to establish the reasons and circumstances in which they occurred and issue the safety recommendations.’’
