Moldovan cabinet approves regulation on public forum monuments

Chisinau, 13 October /MOLDPRES/ - The government today approved a framework regulation on the organization of the contest on the selection of the author of public forum monument or of the war commemorative work. The regulation establishes the procedure of organization and carrying out of the contest, conditions of participation and of presentation of contest projects, as well as the procedure of nomination of the winning project.

The contest is organized, in order to select the author of the public forum monument or of the war commemorative work and to ensure the high artistic level of the monumental art works, which will be placed in public spaces, on grounds from the state’s public domain or owned by territorial and administrative units.  

Under the cabinet decision, the contest is held based on the following principles: free competition – ensuring access to contest to any author who meets the conditions established in the regulation; objectiveness – selection of the most successful contest projects, based on clearly defined criteria and of a single evaluation procedure; transparency and access to information – supplying of all people interested with information on the contest’s organization and carrying out.     

The decision of the commission for assessing the project contests, through which the winning project is nominated, represents ground for assigning the contract on the carrying out of the public forum monument or the war commemorative work.

This Regulation is applied to the contests which are to be carried out with the use of budgetary means, including from donations, sponsorships and other sources not banned by the legal framework.
