Chisinau, 19 April /MOLDPRES/ - The most pressing problems of the residents from the southern Cimislia district, solutions to overcome them, as well as actions recently undertaken by the authorities to back various social categories today were discussed at a meeting of Prime Minister Natalia Gavrilita with the local public authorities (APL) from Cimislia and the government’s representatives in the territory, the cabinet’s communication and protocol department has reported.

The PM said that, despite the crises which had hit Moldova on the last period, a priority remained the ensuring of the citizens’ well-being, investments in settlements and support of the business environment. In this respect, the prime minister referred to the rectifications made to the national public budget, highlighting also the increase in the transfers to the local budgets by over 900 million lei, of which 521 million lei will be directed to pay the invoices for thermal energy and gas for kindergartens, schools and hospitals. Also, the budget of the national ecological fund for projects dealing with water and sewerage was supplied with 21 million lei.

Natalia Gavrilita stressed that 57 million lei would be used for Moldova’s afforestation, as the degree of afforestation is 8 per cent now, much under the European average level of 20 per cent.

„Investments in forests mean better conditions for farmers, for preventing droughts and accumulation of underground water and they help us from the energy viewpoint as well,’’ the PM noted.

In the context, Gavrilita touched upon the energy situation in Moldova and the need to identify viable solutions to enhance the country’s resilience in this sector. ‘’Everybody should think about how we can ensure the energy efficiency. The elaboration and carrying out of resilience plans nationally last more time, while locally we can do works and projects in next summer already. Namely on this purpose, when rectifying the budget, we allocated 200 million lei for energy efficiency,’’ Natalia Gavrilita said.

The prime minister also spoke about the importance of boosting the cooperation between the central and local public authorities, in order to ensure a quicker response to the citizens’ problems. ‘’We also consider opportunity to implement mechanisms of multiannual budgeting for capital investment projects. The money must be reoriented for people’s needs and that is why we should work together,’’ Natalia Gavrilita said.

For their part, APL representatives informed about the situation in the territory, appreciating the government’s support. At the same time, they set forth the problems which require the involvement of the central authorities. The sides discussed impediments in the carrying out of the local budgets, especially the norms as to the public procurements. They also discussed the elaboration of amendments to the normative framework concerning the value shares. At the same time, the mayors referred to the need to toughen the sanctions for the throwing of waste in unauthorized places, as well as the necessity of constructing water-purifying stations.
