Thus, the legal and administrative obstacles were excluded, which will optimize the management of the assets of the centralized irrigation systems, which were submitted as gratuitous loan to the Associations of Users of Water for Irrigation (AUAI). The amendments approved simplify the procedure of issuance of the environment authorization for the special use of the irrigation water, through reducing the term provided to the institutions in charge of coordination through the single desk.

To ensure the protection of the state’s public investment in the Centralized Irrigation Systems and rational use of water resources, decision-makers established that, in the area of service of a functional centralized irrigation system, the environment authorization for the special use of water should be issued to AUAI and legal entities empowered to manage the centralized infrastructure for irrigation.

The draft also sees the regulation of the procedure of assigning the environment authorization for the special use of water, if there are more assignees. At the same time, the new changes regulate the placement of reservoirs of water from precipitations on farmlands, which is a solution of supply with water for irrigation.

The introduction of amendments will help optimize the use of the centralized irrigation systems, enhance the access of all farmers to quality water sources for irrigation, as well as ensure the increase in the harvest got on irrigated lands.
