More than half of state budget expenses represents transfers to other budgets in Moldova

Chisinau, 31 May /MOLDPRES/ - About 55.5 per cent of the state budget expenses for 2022 represent transfers to other budgets. Data to this effect was presented in the report on the fulfillment of the state budget, discussed at a today’s cabinet meeting.   

The report contains information on the fulfillment of the national public budget, as well as of the state budget in terms of revenues, expenses, deficit and sources of its financing, the state debt and the budget balance.

According to the report, in 2022, revenues worth 59.2 billion lei were accumulated in the state budget, which is by 9.9 billion lei more against the expectations. The expenditures amounted to 68.6 billion lei, which is by 14.5 billion lei (26.7 per cent) under the level of the annual expectations. The deficit was fulfilled in a sum of 9.3 billion lei, according to the volume provided for of 14.6 billion lei.      

About  44.5 per cent of all expenses are ones for programmes and services financed from the state budget and 55.5 per cent (38.1 billion lei) represents transfers to other budgets: local budgets, state social insurances budgets (BASS) and the mandatory health insurances accounts (FAOAM).   

Last year, grants worth 3.8 billion lei and loans amounting to 8.9 billion lei were disbursed in the state budget last year.

The resources received on behalf of foreign partners, along with the general resources of the state budget, were used to finance the budgetary expenses, including those triggered by crises, such as: compensation of the difference of price in the invoice for gas, power and wood – about 3.7 billion lei, enhancing the power of purchasing natural gas and electric energy by the Energocom stock company – 9.3 billion lei, payment of salaries from the state budget – 9 billion lei, management of refugees’ crisis – 469 million lei; roads’ repair – 3 billion lei, subsidization of investments in agriculture – 1.7 billion lei, backing the development of small- and medium-sized enterprises – 346 million lei, implementation of projects on water and sewerage supply, arrangement, street illumination, etc. – 560 million lei.    

To maintain the residents’ purchasing power, the following payments were provided from the state budget: an exceptional one-off payment worth 3,000 lei for supporting the employees from the public sector institutions and a one-off payment worth 1,500 lei for the beneficiaries of pensions and social allocations, the quantum of which does not exceed 5,000 lei.  

The state debt stood at 94.7 billion lei (34.7 per cent of the Gross Domestic Product), recording an increase of 2.6 percentage points against the situation from late 2021.
