MPs adopted new measures for functionality of electricity market

Chisinau, Dec. 22 /MOLDPRES/- Today MPs adopted legislative measures aimed at ensuring the integrity and functionality of the electricity market.

The draft law was set up by the Ministry of Energy to ensure a good functioning of the electricity market and improve legal framework in the context of effective crisis management in this sector. It aims to harmonize national legislation with European Union legislation.

The authors of the legislative initiative propose establishing in legislation the powers of the National Agency for Energy Regulation (ANRE) regarding the monitoring of the electricity market, including in connection with conducting investigations and carrying out controls. 

The draft law includes provisions that refer to the legal mechanisms for intervention in the event of electricity market dysfunction. Thus, in case of crisis, ANRE will have the right to limit or temporarily prohibit the export of electricity, establish public service obligations regarding the centralized purchase of electricity, oblige electricity producers to provide balancing services and system services in quantities and at regulated prices.

At the same time, the equity component will be introduced, which represents mutual payment obligations as a result of the contractual relationship between the supplier and the consumer. This tax will be introduced in the context of the registration of major tariff deviations, positive or negative, given by the fluctuations of the international electricity market and the establishment of the obligation to pay the tariff deviations in the event of a change of supplier or the resolution of a natural gas supply contract.
