Moldovan government approves amendments, completions to law on local public administration

Chisinau, 4 April /MOLDPRES/ - The cabinet today approved amendments and completions to the law on local public administration (APL), according to which the procedure of transmission of assets from APL’s property to other public law subjects will be simplified, the government’s communication and protocol department has reported.  

The draft was worked out to remove the deficiencies discovered in the normative framework which regulates the possibility of concluding legal acts on the management and transmission of assets owned by administrative and territorial units.    

Presently, the administrative and territorial units are obliged to hold public tenders at the transmission of all assets, no matter the type of transaction and the subjects to which the asset is to be transmitted. Most local councils noticed, however, that from the viewpoint of opportuneness, quickness and efficiency, this mechanism triggers a string of confusions and difficulties in enforcement.    

As a result of the promotion of the concerned draft law, the local public authorities will be able to conclude acts of transmission, for instance, of leasing assets belonging to local public administrations, such as hospitals, schools, offices of the Registrar’s Office to public law subjects without organizing tenders.
