Achievements, perspectives of Association Agreement's implementation presented in Moldovan capital

Chisinau, 27 June /MOLDPRES/ – The most important achievements and challenges of implementation process of Association Agreement signed by Moldova and EU have been presented in Chisinau in the context of marking 05 years since the document signing.

The IDIS Viitorul Programme Coordinator, Veaceslav Berbeca, has mentioned at the event that the 05 years since the signing of Association Agreement is an opportunity to highlight the benefits that Moldova has achieved as a result of this document implementation, but also as an opportunity to establish actions and measures to be taken to overcome the issues faced by Moldovan authorities in achieving the objectives set out within Agreement.

The State Secretary at the Ministry of Foreign Affairs and European Integration, Daniela Morari, has said that evaluation of implementation of Association Agreement is important as to realise which measures should be taken to fulfill the commitments made by Moldova in relation to EU.

"We are currently in the process of activating efforts at executive level. Within it, the work of the Governmental Commission for European Integration, which is due to meet so as to set the state priorities for achieving the objectives of the Action Plan for implementation of Association Agreement, is important. Also, it is necessary to establish a list of priorities in agenda of Parliament in order to boost the process of legislative approximation to the acquis communautaire under Association Agreement," said Morari.

The Executive Director of the Institute for European Policies and Reforms, Iulian Groza, has referred to importance of establishing an internal reform agenda in upcoming perspective, including to help relaunch the dialogue with EU by setting of a new Government.

The analyst of IDIS Viitorul, Ion Tabarta, has said that qualitative monitoring of the Association Agreement's implementation should focus on identifying the achieved results, as well as the issues which delay established of objectives' achievement. "The assessing of the following areas – justice reform, taxation, cooperation within electricity and natural gas, water protection and resource management and intellectual property rights – we find, by sector, that the lack of political will, financial resources and human capacities explain the delays in making more commitments from Association Agreement," analyst specified.

The Association Agreement of Moldova and EU was signed on 27 June 2014.
