Moldovan cabinet approves Action plan of Government for June 2019 – June 2020

Chisinau, 30 August /MOLDPRES/ – At the meeting of the Cabinet of Ministers on Friday, 30 August, it has been approved the Action plan of Government (PAG) for June 2019 – June 2020, for 01 year of activity, the government's communication and protocol department has reported.

The document indicates the specific actions to be undertaken, so as to achieve the objectives of the Activity Programme of Government, the Action Plan on the implementation of the Association Agreement, the Supplementary Memorandum on Economic and Financial Policies.

"The most important thing is to implement these measures, focus on priorities, do things in most serious way," said PM Maia Sandu, which appreciated, in context, that there are employees in public service who do their activity with dedication, professionalism and in the interest of citizens. Also, PM has said that civil servants working in the interests of other persons, and not in public interest, will no longer be tolerated. "We shall evaluate, hire, promote people based on their performance and not their political colour. Similarly, we must tell everyone that we shall not tolerate paying public officials which sabotage the activity of Government, that have a serious attitude, are not professionals and work for someone else but for citizens. Please take seriously the process of evaluating civil servants, so that people who deserve to continue – to be promoted and those who do not deserve – to be expelled from the system. We are here to improve the quality of life of citizen and I want everyone to take this into account,” specified PM.

Also, today it was voted a project which stipulates that the persons who have occupied the position of President of Moldova will no longer be provided by the state with office and personal assistant for a period of 4 years from the end of mandate, as currently provided the law adopted in 2016. The draft law aims to streamline public spending and improve social equity.

The document also states that ex – President of Moldova will only benefit from a service car upon request. According to estimates, due to these changes introduced to the Law on ensuring the activity of President of Moldova, it will be saved the amount of about MDL 500,000 yearly from the state budget (BS). The draft law is to be submitted to Parliament for examination and approval.

Also today, the Executive has decided to ratify two Amendments by exchange of letters, in order to carry out the Project for modernisation of fiscal administration (TAMP):

1. Amendment to the Financing Agreement between Moldova and International Development Association;

2. Amendment to the Loan Agreement between Moldova and International Bank for Reconstruction and Development.

These two agreements, with a total value of about $20 mln, were signed on 28 June 2016 and represent interstate treaties, which support the reform programme of Government of Moldova by financing the Programme for modernising tax administration.

In order to make the project implementation more efficient, the signing of Amendments introduces a new approach, such as results – based financing, worth $3 mln (allocated from the total project budget), which Moldova will receive once the Ministry of Finance (MF) and Tax Service State (SFS) will produce a series of indicators related to fiscal policy and administration.

During the meeting, the Cabinet of Ministers has also approved the reorganisation by merger/absorption of the public institution IT and Cyber ​​Security Service with state enterprise MoldData. The project aims to consolidate data centres in public sector and streamline the administration of state info systems, namely to improve the quality of IT services provided to public authorities.
