Moldovan government continues reform of social assistance system

Chisinau, July 19. /MOLDPRES/- Government approved, at the initiative of the Ministry of Labor and Social Protection a draft law on rectification of 19 normative acts for the reform of "Restart" social assistance system. The reform was launched this March aimed at promoting respect for the right to protection and social assistance of the vulnerable population in Moldova and ensuring uniform and fair access of the population to quality social services, the government's communication and protocol department has reported.

The document represents first step in the implementation of the social reform and aims at changes to the Law on compulsory health care insurance, the Family Code, the Law on Population Support Fund, the Law on social assistance, the Law on social services etc.

The main legislative changes in the draft are related to:

- setting up territorial social assistance agencies with territorial social assistance structures;

- taking over the duties in the social assistance from the level II local public authorities to the territorial social assistance agencies;

- regulating the role of the Ministry of Labor and Social Protection in organizing the activity of territorial social assistance agencies;

- setting up professional development measures and strengthening the professional skills of the staff in the social assistance, by regulating the way of conferring professional qualification degrees;

-  reorganizing the way of financing the social assistance;

- reorganizing the Population Support Fund;

- reorganizing the National Social Assistance Agency into the Highly Specialized Social Services Management Agency.
