Over 60 million euros for modern schools, energy-efficient hospitals in Moldova with support from European Investment Bank, EU

Moldova will receive financing of around 60 million euros for the modernization of educational and medical infrastructure. The financing contracts for the projects,  Rehabilitation and Modernization of Schools in Moldova and Energy Efficiency in Moldova, were signed at the government today.

The support provided by the European Union (EU) and the European Investment Bank (EIB) will enable the renovation of 20 schools for approximately 40,000 pupils and the energy modernization of public hospitals, benefiting over one million patients annually and about 10,000 medical employees.

Prime Minister Alexandru Munteanu said that the projects represented an example of how the partnership between Moldova, the EU and the EIB was being transformed into concrete investments for people. According to the PM, the support will contribute to more modern schools for children, better working conditions for teachers, more energy-efficient hospitals and public services that are closer to European standards.

“When there is trust, things move forward; they do not remain at the level of intentions or statements – they turn into investments and projects that reach the places where people need them. We are talking about schools that will be renovated, about children who will study in better classrooms and about hospitals that will consume less energy and will be able to use more resources for patient care. For us, each such project means more than an investment. It means another step toward a Moldova where public services are better and where children have greater opportunities,” said Prime Minister Alexandru Munteanu.

The schools’ rehabilitation and modernization programme will mobilize total investments of up to 51.5 million euros. It includes a 40 million-euros loan granted by the EIB, a 3.5 million euro grant from the European Union through the Neighbourhood Investment Platform and an 8 million-euro contribution from Moldova, supported through the Growth Plan for Moldova. The investments will allow the renovation, reconstruction and modernization of 20 schools across the country. A significant part of the investment will contribute to improving energy efficiency, thermal insulation measures and the integration of renewable energy solutions. Heating and ventilation systems, lighting, fire safety systems and accessibility features will also be modernized. In addition, educational spaces and equipment will be renovated and upgraded.

“Education is one of the most important investments a country can make in its future. By supporting the modernization of schools throughout Moldova, we are investing in young people, in stronger communities and in Moldova’s European future. The Growth Plan for Moldova is meant to bring tangible benefits to citizens and this project is a clear example of how this commitment is being put into practice,” said Ambassador of the European Union to Moldova Iwona Piórko.

The second project extends support for the energy modernization of medical infrastructure – approximately 203,000 square meters of hospital space will be renovated nationwide by the end of 2028. The additional 10 million euro grant from the European Union, managed by the EIB and mobilized through the Neighbourhood Investment Platform, will finance renovation works in selected hospitals. The investments will help reduce energy consumption by approximately 40 per cent, lower operating costs and improve conditions for patients and medical staff. The planned works include thermal insulation of buildings, replacement of windows and doors, modernization of heating, ventilation and air conditioning systems, installation of energy-efficient lighting and photovoltaic panels, as well as improving access to buildings and strengthening fire safety measures.

“When we talk about the health system, we usually think of doctors, nurses and treatments. However, the quality of medical care also depends on the conditions in which it is provided. A warm hospital in winter, reliable heating systems, adequate ventilation and a comfortable environment for patients and medical staff all contribute to better medical services. This investment will support the modernization of medical institutions throughout Moldova, improving conditions for patients and healthcare workers, reducing energy costs and increasing their resilience,” said EIB Vice-President Karl Nehammer, in charge of the Bank’s operations in Moldova.

The European Investment Bank is the European Union’s financing institution, owned by the EU’s 27 member states, and one of the world’s largest multilateral development banks. In Moldova, the EIB is an important partner in financing infrastructure, energy, education and health projects. Through its financial instruments and the grants mobilized together with the European Union, the EIB contributes to the modernization of public institutions, the reduction of energy consumption, increased resilience and bringing Moldova closer to European standards.
