The Official Journal published today the decision declaring a state of emergency in the energy and hydrological sectors for a period of 60 days, starting on September 26.

During the state of emergency, depending on how the situation develops, the authorities will be able to procure equipment needed for critical infrastructure through accelerated procedures and temporarily simplify procedures for installing storage systems, generators, or other emergency capacities.

In addition, if necessary, the operating conditions of heating systems may be temporarily adjusted, and temporary regulatory or fiscal measures may be applied in the event of extreme shocks on the gas or fuel markets. If the hydrological situation worsens, the authorities will be able to prioritize the supply of drinking water, temporarily limit non-essential uses, and rapidly mobilize pumps, generators, and other necessary resources.

The draft decision was approved by Parliament on Tuesday, September 22, with the support of 54 lawmakers, following a session that lasted approximately five hours. Prime Minister Vasile Tofan told Parliament in plenary that the measure is preventive and necessary given that the Republic of Moldova is entering the cold season amid several overlapping regional risks that could amplify one another.

According to the prime minister, “the Government’s role is not to wait for a crisis to occur and then explain why it did not act”; instead, the authorities must have the necessary tools to manage the situation effectively before potential crises materialize.

The decision approved by Parliament stipulates that the declared state of emergency does not affect the organization and conduct of elections on the territory of the Republic of Moldova.
