DOC // Moldovan government's activity programme published in Official Journal

The decision approving the government’s activity programme and granting the vote of confidence has been published in the Official Journal (Monitorul Oficial). Also today, the Official Journal published the decree of Head of State Maia Sandu on the appointment of the government and the decision approving the list of ministries.

The programme stipulates that Moldova must become a dynamic European economy and the most business-friendly country in Europe for entrepreneurs, supported by an efficient, safe and competent state. Prosperity will be built by people who work, create, invest and take risks, while the government must provide them with simple and stable rules, protected property, fair competition and quality public services, while at the same time ensuring dignified protection and support for those in vulnerable situations.

The main goal of the government stays accession to the European Union, and the economy will be accelerated by stimulating private initiative, investments, exports, innovation and productivity. At the same time, the state must modernize its organization and the improvement of the quality of life must be the final result of the transformations initiated.

According to the document, the new government will focus its activity on five priorities: relaunching economic growth, accelerating accession to the European Union, an efficient, digital and responsible state, security, justice and peace and improving quality of life and social cohesion.

In the field of European integration, the set objective is to open all six clusters in 2026, to meet intermediate benchmark criteria and to prepare the provisional closure of the negotiation chapters, with the goal of finalizing negotiations and preparing the Accession Treaty by the end of 2028.

As for the foreign relations, the Tofan Government aims to deepen the special relationship with Romania, the main strategic partner and supporter of the European path, including in infrastructure, energy, security, education, culture and research; to consolidate the partnership with Ukraine and support its independence, sovereignty and territorial integrity, as well as the participation of Moldova in reconstruction efforts; to develop the strategic dialogue with the United States of America in the fields of security, democratic resilience, energy, advanced technologies and investments; to deepen cooperation with France, Germany, Poland, the Baltic states, the Nordic states and the United Kingdom for European integration, security and modernization of institutions; to develop relations with Turkey and other regional partners in the areas of trade, investment, connectivity and Black Sea security; and to strengthen cooperative relations based on respect and mutual interest with China, India, Japan, Canada and South Korea, in order to attract investments and promote exports.

At the same time, the new cabinet will work to accelerate economic growth, attract investments, gradually and credibly reduce the budget deficit, and create a simpler and fairer tax system that encourages investment and compliance, increases public revenues and supports competitiveness.

Among the other priorities announced by Prime Minister Vasile Tofan, there are the predictable increase of the minimum wage, including reaching the amount of 10,000 lei by 2030, the modernization of about 300 kilometers of roads in the coming years, investments of 6 billion lei in education and 7 billion lei in agriculture, the integration of at least 100,000 people into the labor market, the creation of about 3,000 new places in nurseries, and the modernization of the health system.

The new cabinet of ministers, headed by Prime Minister Vasile Tofan, today took the oath of office at the Presidency of Moldova, in the presence of Head of State Maia Sandu, and Parliament Speaker Igor Grosu. The ceremony took place after the parliament, on July 21 evening, had given a vote of confidence to the Tofan government and approved the governing programme, European Economy, Efficient State.
