VIDEO // New cabinet of ministers led by PM Vasile Tofan takes oath of office

The new cabinet of ministers, led by Prime Minister Vasile Tofan, today took the oath of office at the Presidency of Moldova, in the presence of Head of State Maia Sandu and Parliament Speaker Igor Grosu. The ceremony took place after, on July 21 evening, the parliament had given a vote of confidence to the Tofan Government and approved the governing programme, European Economy, Efficient State.

The official ceremony began with the national anthem of Moldova. Afterwards, the members of the cabinet, led by Vasile Tofan, took the oath of office.

President Maia Sandu offered congratulations to the new cabinet of ministers. She stressed that the activity agenda of the new government was clear: aligning  Moldova with European standards.

“In the next few months, we must reach important milestones in the process of European integration and I ask you to prioritize these efforts. In the coming weeks and months, we also have to complete major-impact reforms that have already been launched. Yesterday, in parliament, I heard strong commitments regarding the boosting of the economic development, improving the business environment, better management of public property and better absorption of European funds. Please keep your word,” Maia Sandu said.

The Moldovan president noted that the safety of citizens and the security of the state were equally important, which requires sustained efforts to strengthen institutions in the fields of defence, security and public order.

“People are the most important resource of our country. That is why, we focus on education, culture, health, social protection, and, of course, environmental policies. The agenda is very ambitious and expectations are high. All these things must take place in a regional and international context that is becoming increasingly complex. I have full confidence that, together with Parliament and with the support of the Presidency, this Government will succeed,” Maia Sandu emphasized.

The government team includes both new names and individuals who will retain their positions from the previous cabinet. Cristina Gherasimov will retain her position as Deputy Prime Minister for European Integration, a role she has held since February 2024.

The Foreign Affairs Ministry will continue to be headed by Mihai Popsoi, who will also serve as Deputy Prime Minister. He has held this position since January 2024.

Vladimir Bolea will be Deputy Prime Minister and Minister of Infrastructure and Regional Development, a position he has held since 2024. He previously headed the Ministry of Agriculture and Food Industry and was an MP.

Another Deputy Prime Minister position will be held by Eugeniu Osmochescu, who will lead the Ministry of Economic Development and Digitalization. Deputy Prime Minister for Reintegration will be Valeriu Chiveri.

Vladislav Cojuhari remains at the helm of the Justice Ministry. The Ministry of Finance will be headed by MP Victoria Belous, a position she also in the Recean government between July 2024 and November 2025.

Natalia Plugaru will keep her portfolio as Minister of Labour and Social Protection. The Health Ministry will be headed by Alexandru Gasnas, who has until now been President Maia Sandu’s adviser on health matters.

The Environment Ministry will be led by Gheorghe Hajder. The portfolio of Culture Minister is being taken over by Dan Suruceanu, who has served since 2023 as deputy administrator of “Arena Națională” (National Arena) LLC.

The position of Energy Minister will continue to be held by Dorin Junghietu, who has more than 15 years of experience in international energy companies. Dan Perciun will retain his post as Education and Research Minister, which he has held since July 2023.

The Agriculture and Food Industry Ministry will be headed by Radu Musteata, a manager with extensive experience in public administration and food safety management, who has until now been director of the National Food Safety Agency.

The Interior Ministry will continue to be led by Daniella Misail-Nichitin, who took over the position in 2024. Another minister who will keep his post is Anatolie Nosatii, proposed to remain at the helm of the Defence Ministry. He has held this position since August 2021. The position of Secretary General of the Government will continue to be held by Alexei Buzu.

The Government led by Vasile Tofan was supported by the votes of 53 MPs from the Action and Solidarity Party’s faction, following a meeting that lasted more than nine hours.

The government’s activity programme includes five priorities: relaunching economic growth; accelerating accession to the European Union; making the state more efficient, digitalized and accountable; strengthening security, peace and justice; and improving quality of life and social cohesion.

According to Moldova's Constitution, the government ensures the implementation of the state’s internal and external policies and exercises the general leadership of public administration, based on the activity programme approved by the parliament.

Following the vote of confidence given by the parliament, the President of Moldova appoints the government, which exercises its duties starting from the day all members of the cabinet of ministers take the oath of office.
