PM-designate presents activity programme of future government – “European economy, efficient state”
The activity programme of the new government – “European economy, efficient state,” was made public by designated Prime Minister Vasile Tofan today. The document presents the country’s development vision for the coming years and the priorities for the main areas of activity. Vasile Tofan emphasized that the main direction would be economic development, building a stronger state and accelerating the process of European integration.
The programme is called, European economy, efficient state, and Vasile Tofan says it is the commitment on the basis of which the governmental team will work and by which it will be evaluated.
According to the document, the mandate of the new government will be focused on the direction, Moldova – a European, safe and prosperous country, in which private initiative creates growth and an efficient and competent state delivers quality public services that improve people’s lives.
The strategic priority of the new government will be restarting the economy through entrepreneurship’s development and investment, accelerated accession to the European Union, modernization and digitalization of the state, defending the democratic course and turning growth into jobs and better public services.
Designated Prime Minister Vasile Tofan, along with the governmental team on July 20 will go to parliament to request a vote of confidence.
“Tomorrow, I will go to parliament, together with the team of ministers, to ask for the vote of confidence. We are starting with a clear ambition: to bring back energy, initiative and optimism to the country’s development. To restart the economy, support entrepreneurs and create better-paid jobs. To build a smaller and more efficient state – without overlaps and waste, but stronger in public services, security, education, health and protection of the vulnerable. A state that respects its people through fairness, transparency and responsible use of public money – and that turns every leu saved into better services, investments and opportunities for people. And to decisively accelerate accession to the European Union – the historic chance of our generation,” said Vasile Tofan.
The programme proposed stipulates that “Moldova must become a dynamic European economy and the most business-friendly country in Europe, supported by an efficient, safe and competent state.”
“Prosperity will be built by people who work, create, invest and take risks and the government must provide them with simple and stable rules, protected property, fair competition and quality public services, while at the same time ensuring dignified protection and support for those in situations of vulnerability,” the programme reads.
According to the document, the main goal of the government stays accession to the European Union. The National Accession Programme and the European Union’s Growth Plan will be implemented as an integrated programme for modernizing the state and the economy, which unites reforms, investments, the budget and European assistance.
The programme also sees that Moldova is in “a difficult context”, and in order to respond to current challenges, the future cabinet has set five basic priorities. It is about: relaunching economic growth; accelerating accession to the European Union; an efficient, digital and accountable state; security, justice and peace; improving quality of life and social cohesion.
According to the document, improving quality of life is the final result of these transformations. It will grow sustainably through wages backed by productivity, companies that create opportunities, competence-oriented education and public services that reach people. Social protection will safeguard the vulnerable through well-targeted support, the new governmental team assures.
At the same time, the new government aims to accelerate the economy by stimulating private initiative, investments, exports, innovation and productivity.
“Any regulation or administrative obligation will have to prove a clear and proportionate public benefit and the state will remove burdens that unnecessarily consume people’s time, capital and energy. The goal is for entrepreneurs, professionals and creators to be able to focus their efforts on developing ideas, products and businesses, not on overcoming bureaucratic obstacles,” the document reads.
President Maia Sandu designated Vasile Tofan as candidate for the position of Prime Minister of Moldova on July 11. According to the Constitution of Moldova, the designated candidate must request, within 15 days, the parliament’s vote of confidence for the government’s activity programme and its composition.
During more days, the designated prime minister held consultations with the 16 acting ministers, representatives of the business community, trade unions, employers’ associations, local public administration, civil society and parliamentary factions. As a result, Vasile Tofan presented the governmental team on July 17.
