
Moldovan government facilitates independent economic activity of private people
Professionals from all fields of Moldova will be able to more easily become independent entrepreneurs. The government has approved a string of changes that facilitate the initiation, management and cessation of entrepreneurial activity for private people who provide services independently, without legal status, known as "freelancers."
Thus, starting a business as an independent entrepreneur will be free, based solely on a notification and a self-declaration submitted online to the Public Services Agency (ASP).
More simplifications are also taking place in the business management process. The obligation to keep accounting records and submit reports and returns is removed. A single tax of 15 per cent will be paid, which includes income tax, state social security contributions, mandatory health insurance premiums and local taxes, as long as the total receipts do not exceed 1.2 million lei per year. Termination of activity will be made through notification to ASP and the financial institution.
"This is a very important project both for the labor market and for us as a country, in order to be able to provide these people, who actively participate in the labor market, with social services - whether at this stage of life or at the retirement stage," said Prime Minister Dorin Recean.
The changes aim to reduce costs for entrepreneurs, simplify the administrative burden through digitalization, decrease informal employment and create premises for the development of small businesses in Moldova.
It is worth noting that independent service providers are becoming an increasingly important component in the labour force structure, especially in creative industries, IT, consultancy and other fields where freelance work is frequent.
The number of companies contracting services provided by citizens independently has increased from 4,399 in 2018 to 6,491 in 2024, while the number of independent service providers has grown from 38,258 to 54,550 people.
