Moldovan government approves draft law on use, conservation, protection of lands

The government today approved a landmark draft for sustainable agriculture and environmental protection: the Law on use, conservation, and protection of soil. This is the first time authorities unitarily and coherently regulate the management of lands, with the aim of preventing degradation and protecting essential soil resources.

“Soil protection is becoming a national priority. This law will serve as a foundation for sustainable agriculture, food security and environmental protection. This is an important step towards a modern and responsible agricultural economy,” said Ludmila Catlabuga, Minister of Agriculture and Food Industry.

The normative act establishes the responsibilities of public authorities as regards the monitoring and intervention in areas affected by soil risks; mechanisms for identifying and annual evaluation of areas exposed to erosion, salinization, excessive drought or loss of fertility; clear tasks for central and local authorities in land conservation.

“One of the most important novelties of the law is the establishment of a national soil monitoring system, based on scientific methodologies, with regular sample collection and physical, chemical and biological analyses. This will provide essential data for decision-making regarding sustainable agricultural land management. This legislative initiative marks a crucial moment for the transition to sustainable agriculture and responsible management of the country's natural heritage,” said the Ministry of Agriculture and Food Industry.

The law also introduces clear obligations for all landholders, regardless of the form of ownership. They will need to adopt farming practices that prevent soil degradation, maintain fertility and contribute to the protection of natural resources.

The document will come into force 12 months after its publication in the Official Journal; meanwhile, subsequent regulations will be developed and training sessions will be organized for farmers and other landowners.
