Over 200 local officials trained for environmental contravention procedures in 11 districts of Moldova

The non-governmental organization EcoContact, in partnership with the Ministry of Environment, in October-November 2025 conducted a comprehensive juridical and administrative training programme for local public authorities of 11 districts, as part of the project titled, Green Justice for Protected Environment and Sustainable Communities of Moldova, implemented with the support of Sweden.

The programme brought together 206 local officials - 100 men and 106 women - from the districts of Anenii Noi, Balti, Cahul, Calarasi, Causeni, Edinet, Falesti, Hancesti, Ialoveni, Rascani, and Stefan Voda. Among the participants, there were secretaries of local councils, lawyers, environmental officials and members of administrative commissions. The training sessions were delivered by specialized legal consultants from EcoContact, with expertise in applying environmental contravention legislation.

"Workshops addressed contravention procedures from notification to decision, including the registration of notifications, competency verification, minimal case file establishment and verification, evidence management, party summons, contradictory session organization, and drafting of motivated decisions. Participants worked with standard model acts, pre-completed lists and the Guide for Establishing Environmental Contraventions, receiving educational materials and presentations used in the training sessions, as well as participation certificates at the end of the workshops," said EcoContact.

According to the cited source, special attention was paid to completing tables and questionnaires regarding local environmental regulations - green spaces, waste, grazing, wells and forest resources. For districts with newly created local environmental platforms (Anenii Noi, Calarasi, Edinet, and Rascani), the programme also included an introductory presentation on their operation.

Through its practical and structured content, the programme contributed to enhancing local authorities' capacity to correctly apply environmental contravention legislation, standardize procedures at the territorial level and develop the skills necessary for efficiently managing contravention cases.
