
Moldovan government to provide subsidies for agricultural development
Chisinau, July 5. /MOLDPRES/- Government will provide subsidies in advance, up to 4 million lei, for the development of agriculture and rural environment. The cabinet approved the Regulation on advance subsidy measures and the specific eligibility conditions, the government's communication and protocol department has reported.
The subsidies will be offered from the National Fund for Development of Agriculture and Rural Environment and will be able to be requested by micro and small farmers, people who carry out activities in the countryside or agricultural activities, administrative-territorial units and educational institutions with an agro-industrial profile. An applicant will be able to benefit from up to 4 million lei for the improvement and development of rural economic infrastructure, the establishment of plantations, the modernization of livestock holdings, knowledge transfer, innovation and training.
For young farmers, female farmers, returned migrants or those who manage peasant households, the state provides subsidies increased by 10-15%. Applications for advance subsidies will be submitted to the territorial subdivisions of the Agency for Intervention and Payments in Agriculture (AIPA). Subsidies will be granted in installments, based on investment projects positively evaluated by AIPA.
Also today, the Government approved the Regulation on complementary subsidy measures for the agricultural sector and specific eligibility conditions. Thus, in the next 5 years, the state will annually support at least 3 thousand beneficiaries, for whom about 13% of the means of the subsidy fund will be allocated. The complementary payment will be granted for the stimulation of access to investment credits, the development of ecological agriculture, the clearing of perennial plantations, the promotion of the use of irrigation systems, advisory services and training in agriculture.
The annual ceiling in the complementary subsidies will not exceed 1.5 million lei for a beneficiary, except for AUAI, for which the ceiling will not exceed the value of 3 million lei, and insurance premiums will not be subsidized limits. Subsidy applications are submitted annually on February 1 - September 30, by the subsidy applicant or his representative, in electronic format or on paper, at the headquarters of the territorial subdivision of the AIPA.
Also, farmers will benefit from subsidies from the state for the diesel fuel used. The executive approved the Regulation on the way of granting complementary subsidies for diesel excise from the National Fund for Development of Agriculture and Rural Environment.
Thus, agricultural producers will benefit from the excise duty subsidy on purchased diesel, starting from November 16, 2022, in the amount of 2980 lei/ton for micro, small and medium producers and 894 lei/ton for large producers. For diesel used in 2023, micro, small and medium producers will receive subsidies in the amount of 100% or 3248 lei/ton, and large agricultural enterprises - in the amount of 30% or 974.4 lei per ton.
During 2022, the AIPA reimbursed the excise duty on diesel for 2589 unique agricultural producers, the amount of about 115 million lei being disbursed.
