Balti municipality's mayor to be able to be assisted by own cabinet
The parliament’s commission for public administration and regional development has examined a draft law providing for amendments to the legal framework, in order to establish the Cabinet of the Balti municipality’s mayor, under conditions similar to those applicable to the Chisinau municipality’s general mayor.
The legislative initiative provides for amendments to the Law on the Status of Staff in the Cabinets of Persons Holding Public Dignity Positions and to the Law on the Unified Salary System in the Public Sector. The proposed amendments consist of supplementing the legal framework necessary for the establishment and operation of the Cabinet of the Balti municipality’s mayor, as well as for the appointment of its staff through an administrative act issued by the mayor.
Balti is the second-largest municipality Moldova by population and the main urban center of the Northern Development Region. According to the explanatory note, the initiative is justified by the volume and complexity of the administrative responsibilities of the Balti municipality, which has a population of 94,500 residents and an administrative staff consisting of 240 positions.
The Cabinet will provide the mayor with professional and operational assistance in exercising his duties. It will not constitute a separate public authority and will not replace the structural subdivisions of the mayor's office. The number of employees and the structure of the Cabinet will be established according to the needs of the local public administration and the available financial resources. The costs related to the operation of the Cabinet will be covered from the Balti municipality’s budget, within the limits of the financial resources approved in the local budget, without additional transfers from the state budget.
The draft law, developed by a group of MPs from the Our Party parliamentary faction, is to be examined at a plenary meeting of the parliament.
