Authorities purchasing vehicles through public procurement procedures to have to consider environmental impact and energy efficiency

Parlamentul Republicii Moldova
parlament.md

National legislation will establish minimum targets for the procurement of clean road vehicles and road transport services, which will have to be observed by both public authorities and private entities conducting sectoral procurement. The provisions are included in the draft law on the promotion of clean road transport vehicles in support of low-emission mobility, examined today by the Committee on Economy, Budget and Finance.

The draft law transposes into national legislation a European directive aimed at accelerating the decarbonization of the transport sector, promoting vehicle energy efficiency, and developing the clean vehicle market through public procurement procedures.

Accordingly, the following minimum targets will have to be met in public or sectoral procurement procedures: 13.5% for clean light-duty vehicles, 5% for clean vans, and 23% for buses. These targets will be established for a five-year period.

The minimum targets were calculated based on a methodology adopted at the European Union level, which takes into account indicators such as gross domestic product per capita and the proportion of the urban population.

The draft law on the promotion of clean road transport vehicles in support of low-emission mobility will be submitted to Parliament for consideration in the first reading. Following its adoption, the law will enter into force on the date of the Republic of Moldova’s accession to the European Union.
