French support for continuing reforms in energy sector
Chișinău, October 21, 2026 – The Republic of Moldova will negotiate with the French Development Agency (AFD) the provision of €75 million in financing to continue reforms in the energy sector. The members of the Foreign Policy Committee approved the initiation of negotiations on the conclusion of the loan agreement.
The loan will be contracted to promote reforms in the energy sector as part of Green Energy Transition program. The reforms aim to strengthen energy security and align with European Union standards. They target the modernization of energy infrastructure, increased energy efficiency, the development of renewable energy sources, consumer protection, and the promotion of environmental and climate change mitigation policies.
The funds will finance the fourth phase of the Policy-Based Lending Program, which seeks to accelerate the Republic of Moldova’s green transition. The program is being implemented from 2023 to 2028 with France’s support through the AFD.
The negotiations will be conducted by a delegation comprising representatives of the Ministry of Finance, the Ministry of Environment, the Ministry of Energy, and the State Chancellery.
So far the Republic of Moldova and the French Development Agency have signed six other credit facility agreements, with a total value of €205 million.
