Chisinau, October 16, 2026 – Secretary General of Parliament Victor Agrici today in Rome participated in a meeting of the Secretaries General of the Parliaments of the Council of Europe member states. The event, held on the sidelines of the European Conference of Presidents of Parliament of Council of Europe member states, brought together more than 30 secretaries general and deputy secretaries general of the parliaments of 26 countries.

The meeting’s agenda included an exchange of opinions on the importance of parliamentary transparency and integrity in the context of challenges posed by disinformation and political and social polarization. The participants also discussed the role of technical tools and artificial intelligence in enhancing the transparency of parliamentary activities and strengthening citizens’ trust in democratic institutions.

The discussions also focused on how parliaments can respond to public expectations regarding ethical conduct, transparency in decision-making and institutional accountability. Particular emphasis was placed on the role of parliamentary administrations in promoting an organizational culture based on integrity, ensuring compliance with codes of conduct and developing ethical standards aligned with society’s expectations.

In his speech, Secretary General of Parliament Victor Agrici emphasized that Moldova stayed open to continuing and deepening cooperation with the Council of Europe, the Venice Commission and other relevant bodies, including through the exchange of experience, the use of legislative expertise and the strengthening of parliamentary administration capacities. “Our challenge is not only to adopt clear rules on transparency, integrity and ethics, but also to ensure their consistent application in parliamentary activities. There is no single model of parliamentary integrity that can be applied identically in all countries. However, we can learn a great deal from one another — both from successful reforms and from the difficulties encountered in implementing them,” Victor Agrici said.

The meeting’s agenda also included consideration of the interim annual report on the activity of the European Centre for Parliamentary Research and Documentation (ECPRD) for the period January 2025 – June 2026, as well as a discussion on the Centre’s priorities and schedule of activities for 2027–2028.

The meeting of the secretaries general of the parliaments of the Council of Europe member states provided a platform for exchanging experience and best practices among representatives of parliamentary administrations, as well as for identifying common solutions aimed at strengthening parliamentary transparency and integrity and increasing citizens’ trust in public institutions.
