Moldovan Central Electoral Commission hosts event on implementation of mail voting at September 28 parliamentary elections
The International Foundation for Electoral Systems (IFES) at a today’s event hosted by the Central Electoral Commission (CEC), presented a report on the monitoring of the implementation of mail voting at the parliamentary elections on September 28, 2025.
The document includes findings based on the activity of the IFES observation mission at the electoral offices established in Canada, Sweden, and the United States of America. The monitoring targeted three essential stages of the process: inventory and dispatch of materials, completion of mail voting and counting of votes after the closing of polling stations.
CEC President Angelica Caraman emphasized the importance of the constant support provided by IFES Moldova, including in the process of implementation of mail voting. She appreciated the fact that the observation mission had evaluated each stage of this alternative voting way, thus contributing to a comprehensive analysis.
The report also contains recommendations for improving and streamlining the processes related to mail voting, most of which address logistical and organizational aspects.
At the same time, participants noted that most of the recommendations put forward by IFES following the partial implementation of mail voting at the presidential elections and the constitutional republican referendum in 2024 had been carried out before the current year's election.
According to the CEC’s Report on the results of the parliamentary elections from September 28, 2025, the rate of outer envelopes received from voters is 83.31 per cent, which represents a success. At this ballot, mail voting was available for citizens of Moldova in 10 countries: USA, Canada, Sweden, Norway, Finland, Iceland, Japan, Republic of Korea, Australia and New Zealand.
CEC says the subject of the implementation of mail voting will be addressed more extensively at the post-election analysis conference, due to be held in February 2026.
