Promo-LEX report: 2025 parliamentary election campaign more intense than previous elections

The electoral campaign for the 2025 parliamentary elections was more intense than in previous elections, marked by tensions related to Moldova's status as an EU candidate country and the involvement of the Russian Federation in the electoral process. The findings were presented today by Promo-LEX Association, which made public the fourth report of the Parliamentary Elections Observation Mission on September 28.

The report presented by the head of the Promo-LEX Mission, Nicolae Panfil, covers the period from September 11 to 24, 2025, and contains observations and findings regarding the end of the electoral campaign, the behavior of competitors, and the transparency of campaign financing activities.

According to Promo-LEX, during the mentioned period, electoral competitors conducted 1,984 campaign activities, 50% more than at the beginning of the campaign. The most frequent actions involved distributing informational materials (68%) and meetings with voters (22%), and the most active formations were PAS and BE Patriotic, each with approximately 26% of the monitored events, Promo-LEX announces.

Regarding electoral advertising, Promo-LEX documented 1,754 cases, the most common being the use of visibility materials (vests, caps, bags) and street advertising. Moreover, 37 cases of placing advertising in prohibited places, especially on fences and buildings were recorded. There were also irregularities such as the absence of printing data and the use of campaign materials from previous elections.

Promo-LEX also found at least 84 cases of abusive use of administrative resources and at least six cases of involvement of religious cults in the electoral campaign, although the law expressly prohibits electoral agitation and the use of religious symbols for electoral purposes.

Another phenomenon observed is the involvement of third parties in promoting narratives with electoral impact.

'During the monitored period, at least 15 entities carried out such activities, including networks coordinated from the Russian Federation, NGOs, social media pages, and religious channels. These disseminated sponsored or free content, often with a pro-Russian or anti-EU slant, but also messages supporting European integration,' the Promo-LEX report states.

Additionally, Promo-LEX observed coordinated inauthentic behavior on social networks, consisting of creating fake accounts, clone web pages that artificially amplified narratives meant to undermine the electoral process. Examples include TikTok campaigns with AI-generated videos, pages distributing fake messages about polling stations or ballot falsification.

On September 28, parliamentary elections will be held in Moldova.
