EU Growth Plan for Moldova: €1.9 billion to modernize local communities and raise citizens’ living standards

The financial resources from the first instalment of the Growth Plan for the Republic of Moldova, worth €1.9 billion and granted by the European Union, have been directed towards support for paying energy bills, infrastructure investments, economic development, jobs, and higher incomes for citizens.

The value of the first instalment was €289 million. It was allocated in March 2025. According to information presented by the Government of the Republic of Moldova, the funds were used to provide compensation for electricity and heating for citizens and social institutions, repair roads in 100 localities, modernize regional and district roads over a distance of 200 kilometers, implement more than 200 local and regional projects across the country, repair strategic sections of railway, provide a salary supplement of 3,000 lei for newly employed young people, and develop energy efficiency projects.

At the same time, 200 million lei were allocated for the modernization of school canteens, 200 million lei in support for farmers, and another 200 million lei in support for entrepreneurs. An additional 100 million lei were directed to environmental projects.

“The partnership with the European Union brings concrete results for the people and communities of the Republic of Moldova. The Growth Plan for the Republic of Moldova, worth €1.9 billion and adopted in October 2024, supports the modernization of localities and the improvement of the living standards of all people,” the Government announced.

After the successful implementation of 24 reforms, the Republic of Moldova will receive the second tranche – €173 million, according to the decision of the European Commission of March 17 this year. In addition, €15.6 million are granted in the form of grants to support investments. The amount of €189 million is added to the funds already disbursed in 2025.

The Growth Plan supported by the European Union is the most extensive and ambitious financial support package in the history of the Republic of Moldova, worth €1.9 billion. The facilitation agreement between the Republic of Moldova and the European Union on the specific arrangements for implementing the support granted by the European Union under the Reform and Growth Facility for the Republic of Moldova was signed on May 9, 2025.
