Government launches in-depth assessment of Yandex Go’s activities in Moldova

The Council for the Examination of Investments of Importance to State Security (CEIISS) has initiated an in-depth assessment of the investment activities of the Yandex Go platform in the Republic of Moldova. The decision was made during the meeting on October 15, amid examined risks related to information security, personal data protection and the investor’s control structure, Government spokesperson Dumitru Ciorici announced.

According to him, the Council will ask the company to provide, within 20 days, the documents and information required under Law No. 174/2021 on the mechanism for examining investments of importance to state security. These will include data on the ownership structure and the beneficial owners of the investment.

At the same time, the National Center for Personal Data Protection will be asked to prepare a detailed report on how the platform’s users’ data are collected, processed, stored, and transmitted, as well as on compliance with national legislation in this area.

“We understand that a large number of citizens and drivers use this platform. Precisely for this reason, we must investigate the potential risks related to the unauthorized use of personal data through the collection, storage, processing, or unjustified access to significant volumes of personal data belonging to citizens of the Republic of Moldova,” Dumitru Ciorici said.

The spokesperson noted that the authorities seek to ensure the provision of services that comply with confidentiality and security standards, as well as with national tax legislation.

Depending on the results of the assessment and the risks identified, CEIISS may consider applying the measures provided for by law. These include imposing conditions or restrictions on investments, measures that may lead to the divestment of shares and assets, as well as the suspension of operations, under the conditions established by legislation. For now, the Council has announced the launch of the assessment, while any potential measures will be analyzed based on the authorities’ findings.

Dumitru Ciorici explained that Yandex Go does not directly provide taxi services, but grants the right to use the platform, through which rides operated by transport companies in the Republic of Moldova are facilitated.

According to data presented by the Government, local operators pay Yandex Go a commission of 12% of the fare, to which 20% VAT applies for the import of services. Thus, for a ride worth 100 lei, the platform’s commission amounts to 12 lei, while the VAT applicable to this commission is 2.40 lei.

In 2025, approximately 12.5 million lei in VAT applied to commissions paid to Yandex Go was paid into the state budget, according to information presented by the spokesperson.

In addition, operators registered in the Republic of Moldova pay taxes and contributions related to their activities. In 2025, operators in the taxi sector, including those using the Yandex Go platform, paid approximately 216 million lei in taxes and contributions to the budget, 42% more than in 2024.

Of the total amount, approximately 160 million lei represented payroll and taxi activity taxes, social insurance contributions, and health insurance premiums.

According to information presented by the Government, the State Tax Service monitors the activities of taxi operators. In the first months of 2026, the institution reportedly identified discrepancies in approximately half of the rides carried out by the 8,781 drivers who were inspected.

Any tax violations will be sanctioned in accordance with the law, while inspections will continue to establish the correct tax obligations of market participants.

CEIISS announced that it will continue to inform the public about the results of the assessment of Yandex Go’s investment activities and the decisions adopted.
