Works for modernization of district heating systems from Chisinau, Balti declared to be of national public interest
Chisinau, October 22, 2026 – The works for modernization of the collective heat supply systems in residential apartment blocks from Chisinau and Balti have been declared to be of national public interest. The parliament adopted two draft laws providing for this in the second reading.
The legislative initiatives concern the implementation of the investment projects, The District Heating System of Balti Municipality (S.A. CET-Nord), Phase II, and Optimization of the Centralized Heat Supply System of Chisinau Municipality.
The aim of the projects is to remove legal obstacles and establish a clear and coherent regulatory framework that will enable the modernization of collective heat supply systems. The authors propose establishing a special legal regime, limited in scope and duration, in order to allow the modernization of internal heat distribution systems and the installation of individual heating substations.
Under both projects, the application of the special easement will be strictly limited to the works provided for and will be carried out in compliance with the principles of necessity, proportionality and minimal interference with property rights. According to the authors, without such a mechanism, the works could be delayed, as the individual consent of the owners would be required for each property in the targeted apartment blocks.
The project, Optimization of the Centralized Heat Supply System in Chișinău Municipality, provides for the rehabilitation of heat supply systems in 1,700 apartment blocks, while the project. The District Heating System of Balti Municipality, targets 296 residential apartment blocks. Both projects are financed from external sources, including through the European Bank for Reconstruction and Development and other international development partners.
