Chisinau, October 22, 2026 – Persons with severe disabilities since childhood will be able to receive disability and survivor’s pensions simultaneously, regardless of the date on which their breadwinner died. The parliament voted in the second reading on a draft providing for the possibility of combining the two types of pensions.

Presently, this right is available to persons with severe disabilities since childhood whose breadwinner died after April 1, 2025.

The legislative initiative was drafted by MPs Marina Morozova and Efimia Bandalac, members of the parliamentary faction of the Action and Solidarity Party (PAS). The draft aims to strengthen the social protection of persons with severe disabilities since childhood and ensure equal treatment for them.

The authors proposed supplementing the Law on the Public Pension System with provisions allowing persons with severe disabilities since childhood to receive both a disability pension and a survivor’s pension simultaneously, without being required to choose one of the two benefits.

At the same time, the right to a survivor’s pension was recognized for persons with severe disabilities since childhood, regardless of the date of the breadwinner’s death. Thus, the difference in treatment based solely on when the death occurred was eliminated.

The new provisions will enter into force on January 1, 2027. Approximately 35.37 million lei will be required for their implementation. In addition, for the second reading, MP Marina Morozova proposed an amendment concerning people whose breadwinner died before January 1, 2027. Within 90 days after January 1, 2027, they will be able to submit an application to exercise their right to combine the disability pension with the survivor’s pension.

In 2025, the parliament adopted a legislative initiative extending the right to a social allowance for the loss of a breadwinner and the right to a survivor’s pension to persons with severe disabilities since childhood. Thus, beginning with April 1, 2025, persons with severe disabilities since childhood who receive state social allowances are entitled to a survivor’s pension, provided that one of their parents died after that date.
