Chisinau, October 22, 2026 – National legislation will establish minimum targets for the procurement of clean road transport vehicles and road transport services, which must be observed by both public authorities and private entities conducting sectoral procurement. The provisions are included in the draft law on the promotion of clean road transport vehicles in support of low-emission mobility, which was approved in the first reading at the today’s plenary meeting.

The draft law transposes into national legislation a European directive aimed at accelerating the decarbonization of the transport sector, promoting vehicles’ energy efficiency and developing the clean vehicle market through public procurement procedures.

The scope of the law covers contracts for the purchase, leasing or rental of vehicles, public passenger road transport service contracts, as well as certain services, such as household waste collection and postal services. Thus, the following minimum targets will have to be observed in public or sectoral procurement procedures: 13.5 per cent for clean light-duty vehicles, 5 per cent for clean vans and 23 per cent for buses. These targets will be established for a five-year period. Special-purpose vehicles, vehicles used by the armed forces and emergency service vehicles will be exempt from these requirements.

The minimum targets were calculated based on a methodology adopted at the European Union level, which takes into account such indicators as the Gross Domestic Product (GDP) per capita and the share of the urban population. Once every five years, the Infrastructure and Regional Development Ministry will present a report on compliance with the established requirements. The report will be submitted to the government and transmitted to the European Commission.

The draft law on the promotion of clean road transport vehicles in support of low-emission mobility will be submitted to parliament for consideration in the second reading. After its adoption, the law will enter into force on the date of Moldova’s accession to the European Union.
