Adopted by parliament: taxi platforms to be required to process payments through financial institutions licenced in Moldova
Chisinau, October 22, 2026 – Taxi platforms will be required by law to process payments through financial institutions licenced in Moldova. A draft providing for this requirement has been passed by the parliament in the second reading.
The legislative initiative was proposed by MP Marina Morozova of the parliamentary faction of the Action and Solidarity Party (PAS). According to the author, the draft aims to prevent situations in which businesses avoid using the financial system of Moldova to process transactions related to taxi services. Without processing payments through licensed financial institutions, the authorities face difficulties in monitoring financial flows, assessing the risks of tax evasion, and establishing the value added tax (VAT) owed on intermediation services provided by the concerned platforms.
Thus, the Road Transport Code will expressly provide that electronic management platforms may be made available for use on the territory of Moldova only by legal entities with tax-resident status in the country. At the same time, all related transactions will have to be processed exclusively through banks licenced in Moldova. In the event of non-compliance with these provisions, the operation of non-compliant platforms will be suspended.
Another provision of the draft concerns road transport operators providing taxi services. They will be required to allow only vehicles included in the Register of Road Transport Operators to connect to the electronic platforms.
The legislative amendments will enter into force on the date of their publication in the Official Journal. Within 30 days after their entry into force, the government will develop the procedure for suspending and resuming the operation of electronic management platforms on the territory of Moldova.
