Chisinau, October 22, 2026 – Access to cadastral information will be extended to more categories of individuals and institutions for the purpose of carrying out professional activities. A draft to this effect was passed in the second reading today.

The document provides for amendments to the Law on the Cadastre of Immovable Property, introducing new rules on access to information about immovable property owned by an individual, as well as the conditions under which such information may be got.

Thus, the custodian, administrator of the estate and executor of a will will be able to request information about the property of a deceased person. Lawyers and trainee lawyers will also have access to this information, provided that they justify the purpose and legal basis of the request. At the same time, the Defense Ministry will be able to access cadastral information, in order to verify individuals’ eligibility for official housing.

The draft also includes measures to protect the rights of individuals whose data are processed, while maintaining the principle of cadastral publicity.

Another amendment concerns the regulation of land re-parcellation, including for infrastructure development and the expansion of localities. Re-parcellation may be carried out on the basis of urban planning documentation and with the written consent of all owners of the land plots involved. Newly formed plots meant for infrastructure facilities or social-purpose facilities will become the public property of the administrative and territorial unit.

The draft also establishes the procedure for registering land plots resulting from re-parcellation. An application for registration of all immovable property subject to this process may be submitted by any of the owners. Newly formed plots will receive new cadastral numbers, while existing plots will retain their current cadastral numbers.

At the same time, the Agency for Geodesy, Cartography and Cadastre will have the authority to regulate the way cadastral works for the formation of land plots are carried out and the necessary documentation is prepared.

The law will enter into force one month after its publication in Official Journal of Moldova.
