Government approves 2026 Road Fund Allocation Program: over 1.82 billion lei for national roads

The Government of the Republic of Moldova today approved the Program on the allocation of Road Fund resources for national public roads for 2026, a document that sets the financing priorities for the maintenance, repair, and modernization of road infrastructure.

The decision was adopted pursuant to the provisions of the Road Fund Law no. 720/1996, and the financing of works will be carried out from the Road Fund resources, as they are accumulated. The normative act will enter into force upon the publication in the Official Journal.

1.82 billion lei for national roads in 2026

According to the Program, the total planned amount from the Road Fund is 3.64 billion lei, of which 1.821 billion are allocated to national public roads.

The distribution of funds targets the following main directions:

Current maintenance – over 672 million lei;

For the maintenance of national public roads, 672.7 million lei are planned, covering:

- summer maintenance (works on asphalt pavements, cement concrete, gravel and earth roads);

- works on bridges;

- ensuring road aesthetics, maintenance of lighting, road signs, and roadside vegetation;

- emergency interventions in case of floods or landslides;

- winter maintenance (snow removal, anti-skid materials, preparation of equipment).

For the cold season alone, 150 million lei are allocated for preparation and interventions on national roads.

Periodic maintenance – over 110 million lei

This category includes bituminous surface treatments, asphalt pavement recycling, road safety works (signs, guardrails, markings, roundabouts, pedestrian crossings), as well as interventions on bridges, public transport stations, and parking areas.

Current and capital repairs – over 830 million lei

A substantial chapter is represented by repair and rehabilitation works: - 432.9 million lei for repairs of roads and bridges (including the removal of hazardous points and adjustment of geometric elements);

- 397.3 million lei for reconstruction, rehabilitation, and capital repair of national public roads and engineering structures.

The annexes to the Program also specify concrete sections of regional roads (category “G”) that will benefit from pavement repair works.

Management, design and modernization

The Program also provides for:

- 220.1 million lei for the management of national public roads by the National Road Administration;

- almost 75 million lei for design, technical assessments, cadastral works, compensation for expropriations, and feasibility studies;

- funds for applied scientific research, technology transfer, and experimental sections;

- investments in information technologies, traffic measurement, and equipping the testing laboratory;

- co-financing of public road rehabilitation projects.

In addition, amounts are planned for the development of the technical and material base of the entities that carry out maintenance works, including the purchase of specialized machinery.

Objective: safer and more durable infrastructure

Through this Program, the authorities aim to ensure the proper technical condition of national roads, increase road safety, and prevent the premature degradation of infrastructure.

The allocations for 2026 reflect a structured approach that combines current maintenance, periodic interventions, and investments in major rehabilitations, with an emphasis on efficient use of funds and the sustainability of the national road network.
