Chisinau, 17 December /MOLDPRES/- Resident individuals, who have entered the country by cars having foreign registration numbers before 1 November 2016, have the right to place them under customs control by paying 30 per cent of the excise rate set for 2016, according to the legislative amendments adopted by the parliament in the final reading on 16 December.
Under the document, to benefit from discount, the people have to present a certificate on vignette payment. The vehicles are to be registered at the Information Technology and Communication Ministry on 1 December 2016 – 1 February 2017. The cars registered at the administrative- territorial units from the left bank of the Dniestre and Bender municipality are not subject to this provision.
Another amendment sees that the foreign people, holding driving license issued by the country of permanent records of vehicles, may stay in Moldova more than 180 days. They will pay vignette 180 euros for 180 days.
At the same time, the vehicles with plates issued in the administrative-territorial units from the Transnistrian region, held by private people with a driving license of Moldova, are forbidden to use the public roads. Police will be entitled to apply a fine of 25 to 30 conventional units (1,250-1,500 lei) by assigning 4 penalty points.
The draft law is aimed at ensuring fiscal equity between the people holding vehicles registered in Moldova and those holding unregistered cars. At the same time, the amendments are meant to increase traffic safety, reduce environmental pollution, as well as to increase revenues to the state budget.
