Republic of Moldova represented at Regional Energy Forum
The Republic of Moldova has demonstrated that structural reforms can be implemented rapidly, even in a difficult geopolitical context. The energy trilemma can be overcome through strategic planning, investment, and regional cooperation. State Secretary of the Ministry of Energy Carolina Novac made the statement, who took part in FOREN 2026 Regional Energy Forum.
The official noted that instead of responding to the energy crisis with subsidies and locking in fossil fuels, Moldova used it as a catalyst for reform, turning a vulnerability into an opportunity for rapid structural changes, reducing dependence on a single supplier and accelerating integration into the European energy market, with the support of Romania, the European Union, and the United States.
Carolina Novac said that the Republic of Moldova uses the Integrated National Energy and Climate Plan (INECP) as the main instrument for strengthening energy security, accelerating the green transition, and protecting consumers, and not merely as an international obligation.
“Moldova’s experience shows that energy security, sustainability and affordability are not contradictory objectives. When approached correctly, they reinforce each other,” Novac emphasized.
Carolina Novac mentioned that the country’s energy strategy is based on three pillars: interconnection, diversification, and storage. According to the official, the INECP provides for reaching a 27% share of renewable energy in final energy consumption by 2030, while the new Nationally Determined Contribution sets a 71% reduction in greenhouse gas emissions compared to the 1990 level.
At the same time, the development of renewable sources continues at an accelerated pace. In 2025, renewable energy covered 24.5% of the country’s electricity consumption, and competitive auctions have attracted significant private investment in wind, photovoltaic projects, and storage capacities.
Carolina Novac highlighted investments in energy infrastructure, including the completion of the Vulcănești–Chișinău power line, the development of the Bălți–Suceava and Strășeni–Gutinaș interconnections, as well as close cooperation with Romania and Ukraine to strengthen regional energy security.
The State Secretary also underlined support measures for the population, including the compensation system for vulnerable consumers and investments in energy efficiency. Through the EcoVoucher Program, over 70,000 vouchers have been distributed for replacing inefficient household appliances, and approximately 300 million euros have been mobilized for the energy renovation of buildings.
