Electoral authorities from Moldova, Ukraine, Albania and North Macedonia sign Memorandum to strengthen democratic resilience and European cooperation

Electoral authorities from the Republic of Moldova, Ukraine, Albania and North Macedonia have signed a Memorandum of Understanding to strengthen democratic resilience and European cooperation. The ceremony took place during the closing session of the Regional Conference “Money in Politics 2026” and marked an important moment for consolidating regional cooperation in the electoral field.

The document reflects the shared commitment of the signatory electoral institutions to promote free and fair elections, strengthen electoral integrity and develop resilient democracies. The Memorandum also reaffirms the commitment of the signatory states to the European path and to cooperation in the process of harmonizing national legislation and practices with the standards and values of the European Union, including in the context of joint efforts to protect democracy and combat hybrid threats.

The document is based on the common objective of the four states to accede to the European Union and establishes a framework for cooperation aimed at strengthening the institutional capacities of electoral authorities in the context of the current challenges facing democratic processes. Cooperation between the signatory institutions will cover areas such as transparency of political and electoral financing, combating electoral corruption, preventing and countering disinformation and foreign information interference, cybersecurity, digitalization of electoral processes, exchange of good practices and development of the professional capacities of electoral staff.

By signing this Memorandum, the electoral authorities of the Republic of Albania, the Republic of North Macedonia, the Republic of Moldova and Ukraine send a common message of institutional solidarity and commitment to strengthening electoral integrity and democratic resilience. At the same time, the Memorandum remains open to the accession of other electoral authorities that share the same values, principles and objectives regarding the protection of democracy, the strengthening of electoral institutions and the promotion of European standards.

The signing of the Memorandum is one of the main outcomes of the Regional Conference “Money in Politics”, which brought together in Chișinău, on 16 and 17 June this year, representatives of electoral authorities, supervisory and law enforcement institutions, international organizations and civil society from more than 20 countries.
